简要规则描述：浦东新区视频会议系统现，主会场设在新区办公中心，各分会场覆盖到全区各集中办公中心，各街镇和各开发区管委会。上海浦东办公中心的510会议室和710会议室作为重要会议场所，其内部的会议系统设备的稳定运行对于各类会议的顺利开展至关重要。为确保整个会议系统的持续高效运行，本项目拟通过公开的方式选取一家合格的供应商对高清视频会议系统及会议室内本地设备提供全面的运行维护服务。（具体详见第三章采购需求书）。

Brief Specification Description: The video conference system of Pudong New Area is now located in the office center of the new district, and the sub-venues cover all centralized office centers in the district, and the management committees of all towns and development zones. Meeting rooms 510 and 710 of Shanghai Pudong Office Center are important meeting venues, and the stable operation of their internal conference system equipment is very important for the smooth development of various meetings. In order to ensure the continuous and efficient operation of the entire conference system, the project intends to select a qualified supplier to provide comprehensive operation and maintenance services for the high-definition video conference system and local equipment in the conference room through an open way. (For details, please refer to Chapter 3 Procurement Requirements).

合同履约期限：本项目预算金额所涵盖的服务期限为2025年01月01日至2025年12月31日。本次采购工作完成前由原服务商继续履行服务，如本次成交供应商非原服务商，则新成交供应商按照成交价折算支付给原服务单位相应的服务费用，费用按成交总价/365*原单位服务天数计算。

The Contract Period: The period of service covered by the budget amount of this project is from 01.01.2025 to 31.12.2025. If the supplier of this transaction is not the original service provider, the new supplier will pay the corresponding service fee to the original service unit according to the transaction price, and the fee will be calculated according to the total transaction price/365 * service days of the original unit.

二、申请人的资格要求 2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目是专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业；

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the reserved quota measures, increase the share of small and medium-sized enterprises in government procurement, and support small and medium-sized enterprise policies: This project is specifically for small and medium-sized enterprises to procure, and the products of small and medium-sized enterprises are not subject to price discounts during the review. (2) Supporting welfare units for the disabled and treating them as small and micro enterprises;

(c)本项目的特定资格要求：（3）须系我国境内依法设立的法人或非法人组织（本项目不接受分公司以自己名义参加采购活动）；
（4）本项目不允许转包。

(c)Specific qualification requirements for this program: （3）It must be a legal person or unincorporated organization established in accordance with the law in China (this project does not accept branches to participate in procurement activities in their own name); （4）Subcontracting is not allowed for this project.
